In the early days of the Tseung Kwan O New Town Project in the 1970s, the Tseung Kwan O Town Centre was planned to be located in Po Lam. It was not until 1982, when the Government formally launched the Tseung Kwan O New Town Development Project, that the location of town centre got moved south-eastwards to the new reclamation area—southeast of Hang Hau and Tiu Keng Leng, around what is now Sheung Tak Estate and Tong Ming Court. Located at the southwest corner of the Tong Ming Street and Tong Chun Street intersection, the Tong Ming Street Sitting-out Area covers an area of about 2,200 square metres and was opened in 2009. Two children’s play areas are divided by irregular flower beds, with colourful bumper mats and geometric floor coverings to enrich the visual experience of users. Likewise, shrubs growing in the flower garden, such as Ixora chinensis, Loropetalum chinense f. rubrum, Cordyline fruticosa and Murraya paniculata, are all chosen to add colour and spatial layering to the space. The most notable feature of the sitting-out area is the community picture wall that separates the area from the Tong Ming Street Park. Community members have painted the scenery of Tseung Kwan O, encouraging residents to incorporate art into their neighbourhood while adding an artistic and vibrant place to the city.
