Lower Albert Road Sitting-out Area

位於中環半山的政府山從香港開埠至2011年,一直為香港的政治權力中心,具有濃厚的歷史感和殖民統治色彩。坐落於下亞釐畢道東端的包浩斯風格建築的前中區政府合署更曾是中心的中心,在2011年新政府總部搬至添馬艦後原址改作律政中心。下亞釐畢道休憩處前身為舊中區政府合署的附屬政府辦公室,在1973年拆卸後,拓寬了馬路並加設巴士站,直到1979年建成休憩處對外開放。由於與政府中座和東座隔街相望,此處一帶在過往屢屢作為示威、遊行和集會的主要場所。面積只有158平方米的休憩處袖珍小巧,緊貼著美國駐港澳總領事館的石墻呈東西向帶狀,是中區綠化網絡的一環。為展現所在環境的莊嚴和矜重,種有龍船花和圓柏樹陣的三個長方形種植池沿街設置,並由花圃延伸到人行道西端盡頭,進一步突出肅穆和純粹的場所氛圍。

The Government Hill in Mid-levels Central had been the centre of political power in Hong Kong and an invaluable heritage site full of Hong Kong's history over the past 170 years since 1841. The former Central Government Offices, a Bauhaus-style building at the eastern end of Lower Albert Road that was once the nucleus of the area, has been converted into Justice Place after the new government headquarters moved to Tamar in 2011. The site currently occupied by Lower Albert Road Sitting-out Area was part of a subsidiary government office of the former Central Government Offices. After the demolition of the subsidiary government office in 1973, the road was widened and a bus stop was added until 1979 when the sitting-out area was opened to the public. This area has been a major venue for protests, demonstrations, and processions, as it is just across the street from the former Central Government Offices’ Main Wing and East Wing. The 158 square metre sitting-out area is pocket-sized, and is situated in an east-west belt against the stone wall of the Consulate General of the USA in Hong Kong and Macao, as part of the Central District green network. To reflect the grandeur and solemnity of the setting, three rectangular planting ponds planted with dragon boat flowers and cypress arrays are placed along the street and the flower beds extend to the western end of the pavement, further emphasising the serious atmosphere of the venue.
